THE 2021 E-COMMERCE PACKAGE ON VAT: TAKING THE MINI OUT OF MOSS

The Chelco VAT International Academy through its Lead Instructor, Alexis Tsielepis, continues its series of high-level VAT educational events with a full-day webinar focussing on the 2021 e-commerce package on Value Added Tax (VAT).

From 1 July 2021, a number of amendments to the VAT law will start to apply across the EU, affecting the VAT rules applicable to cross-border Business-to-Consumer (B2C) e-commerce activities. The scope of the amendments represents a major overhaul of VAT law, particularly to the VAT regimes for distance sales of goods and the importation of low value consignments, especially when selling goods online from an electronic platform.

In addition, the way that B2C cross-border supplies of services are taxed will change. Where suppliers are not established in the EU, they will have to consider the EU VAT liability of supplying any B2C service to customers in the EU, through the non-Union One-Stop-Shop (OSS) scheme. Suppliers established in the EU will similarly use the Union OSS scheme for all their cross-border B2C services.

Using plain, easy-to-follow language and numerous practical examples, the webinar will cover:

  • An explanation of the new special provisions for sales conducted through an online electronic interface (new transaction of “deemed supplier”);
  • An explanation of the abolishment of the existing thresholds for distance sales and the replacement of the new EU-wide threshold of €10,000;
  • An explanation of the changes to the existing Union and non-Union schemes;
  • An explanation of the extension of the VAT Mini-One-Stop-Shop (MOSS) to other B2C services, to intra- Community distance sales of goods as well as to certain domestic supplies of goods, thus resulting in a bigger One Stop Shop (OSS);
  • An explanation of the new scheme for distance sales of goods imported from third countries of an intrinsic value less than €150 (the Import-One-Stop-Shop (IOSS));
  • An explanation of special arrangements in cases where IOSS is not used;
  • An explanation of new record-keeping requirements in all the above cases.

The webinar is targeted towards VAT professionals, VAT advisors, businesses involved in the cross-border sale of goods, especially if such sales are made through online platforms (such as Amazon or eBay), VAT Officers, accountants of all levels, auditors, bookkeepers et al.

The webinar carries 6 CPDs and will be split into four sessions of 90 minutes each.
